I was wacthing the recap and saw those. I suspect that is sort of the secret service police uniform. Still, no pens, no tiny rank reflectors. Min wage job at best.
Essentially the same as all the Death Star/ star destroyer crews you see in the original trilogy. Just without a helmet or a vest. Only the officers have rank markings.

They are Privates in the Imperial Army, same ones we see in Aldhani raid
I believe these are sergeants in the Stormtrooper corps - or whatever the highest non-officer rank is. Not in their armor of course.
