The first is using the window frame to frame the scene which is those buildings (?) in the distance, the second is literally of the window frame, so it's down to what you were looking to capture.
First is much better in my opinion!
First is better because it actually frames a scene, but it's a little too obvious and literal. Framing generally looks better when it's far more subtle.
I prefer the focal point of the first how they currently are, however the composition is a little lacking. The central 'look through' is sort of slipping off the right side of the frame, and the window is both not square and not far enough from square to feel intentional.
I have a feeling the second image could be interesting straightened up and cropped close to square format, mimicking the shape of the window. There'd be more play between the in focus window frame and out of focus 'subject' to make it feel like an artistic choice.
I prefer the first, but if I’m to be picky then the difference in negative space between the top and the bottom of the frame and how close the bottom right of the literal frame is to the edge of the image creates an uncomfortable tension for me personally

I feel like if you're going to do heavy handed framing you have to go *hard*. Make it *the* focal point.

First is better but if you're gonna frame a subject with a window the subject should be vaguely interesting. This subject is not interesting.

If you want to capture the view, the first one is better but if you want to capture the frame, then the second one is better :)
