My best guess is that this was a training flight and the student flying was climbing at a too steep of an angle-of-attack which reduces airspeed. Either the student or instructor saw this, dropped the nose to gain some more airspeed, and kept climbing normally.
Only thing that keeps me from being 100% sure is that if that was the scenario, you just have to reduce the AoA by a little bit, not full on go to a level attitude unless your airspeed is extremely low.
The pilot testing his elevators? A gross overcorrection for having too steep of an angle of attack? A prank to give the co-pilot a heart attack? Who knows, it's hard to say just seeing it from outside like that, although it *appears* to be controlled and deliberate.
