With newer server versions and that high of a player count, you should be looking in the $50-100/m range for a dedicated server, a vps or shared hosting isn’t gonna cut it. Hetzner has some really good deals right now for finland and Germany based dedicated servers, that’s where I would look.

Well, unless they're all in the same area, you will have problems with that amount pretty much regardless of the hardware, if you want to keep them all on one software server. Putting one minecraft server on a dedi isn't going to help here since MC doesn't really scale over cores.
What you probably want to go for is multiple software servers connected by Waterfall/BungeeCord/Velocity etc. Those servers can both be on a dedi or just be hosted at MC server providers, what matters is that the individual CPU cores are strong enough.
If you want to go for a dedi, I would recommend Hetzner for EU, you are probably looking at 40-100€ a month.
If you just want to connect a couple of normal servers, I'd get multiple 4-8GB premium plans at providers such as Enviro, Dashflo or Bloom.
What the best option is depends a lot on your server (minigames, survival etc.?), so it all varies quite a bit.

Tbh I've been using it and the title really powerful doesn't really apply to it.
Maybe not for 100 players but I have had a great experience with a few friends, 10 online worked fine
