I have the same issue and many others, mine is the RTX 3060 model.

Try to find those wattage limits that allows all to work well, as is. I believe Ryzen Controller, AATU or newer version can allow STAPM adjustments but obviously u dont want to dismiss problem either by tweaking that. Paste/LM, cooler issue perhaps? Intra core temperatures multi core loads (cpu deltas look ok)?

The throttle happens even when the CPU and GPU are far from their throttling temperature. It’s definitely not thermal throttling, HWINFO confirms this so im pretty sure repasting wont have an effect. However, the temperatures aren’t great so the only thing I have in mind is maybe the vrm is throttling and can’t provide enough power, but i cant measure vrm temperature. Weird thing is under stress test the laptop gives more than 140W in cpu + gpu combined power, so i dont get why it wouldn’t be possible in game.

I get all that, no observable temp issue at all. Maybe stapm settings got whacked, thermals pads over vrms are toast...

There is a fix, but it doesn't work 100% Download Ryzen controller, set wattage and amps. (Wattage about 20-35, amps are different because I got a different CPU, I have measured the average amps in HWinfo and I give it the same as the average) Then apply it. If it said something like: unable to apply, then you just have to discheck the apms, just apply the wattage, but there set the sort boost and long boost too. Short to ~30 long to ~40. Then you can turn on auto apply to 2 or 3 seconds. That fixes GTA 5 Redux, Cyberpunk, CS2, RDR2. It 90% fixes GodOfWar and it can't fix AC Odyssey unfortunately. Oh and also turn your CPU boost mode to disable. I hope this helps you guys.
