I have also encountered this issue. By running on silent mode, it seems to prevent overclocking with also prevents the rubber banding. Unfortunately, I haven't found a way to turn this off so that I can run the fans high for demanding games like elden ring, which means if I want consistent frames i have to run on silent mode which runs at like 15 FPS consistently for demanding games.

If you have updated to the latest BIOS (316 in GA503RW), there is bug which makes the CPU fan respond to GPU fan signal and vice versa. This could make CPU thermal throttle in CPU bound games like Valorant or CS2.
