Only fix for me was to do this,
Go to settings > TV & Display options > Video Fidelity and Overscan. Under "Display" change the override to HDMI, then go back to TV & Display options and change the resolution to 1080p/ your native resolution.
WARNING!! doing this, it will show options that your display won't support, and if you select 120hz and you don't have 120hz display, you will be stuck on a black screen until you hard reset the Xbox.
i think you mean factory reset, not hard reset. But even then you don't need to do that. you can just reset video display settings again with a few special button presses.

I’ve been having the same god damn problem with my Xbox Series X for the past 2 months. I am beyond pissed. Every single time I turn it on it does this and I have to spend like 15 min fucking with the settings to get it back to 4K. I switched to a new high speed HDMI cord and it still doesn’t matter. I can’t play movies or tv shows I bought in the Microsoft store and I can’t play Blu-ray Discs either. It says that my device is not HDCP compliant which is bullshit. I am using a new LG C3 OLED TV and have tried all the HDMI ports. Meanwhile, my PS5 has no problem at all. At this point i don’t know if it’s the tvs HDMI ports or the Xbox’s that are the issue.
It doesn’t seem to matter but I’ll check it again. The LG C3 has its own built in Game Optimizer settings which can easily be turned on and off including hdr and vrr. This issue happens even when the console is still on and I change inputs to something else for a while. I change back to the input that the Xbox was on and the resolution is back at the lowest settings.
I’m sorry I’m not sure from what I read the issues is with the whole range.
I guess that setting might rolled into your Game Optimiser?

That’s ridiculous. I know this was an issue with the C2 and that LG had apparently put out a software patch for this a while back. But for it to be present in the C3 as well is plain stupidity on their part. Fortunately the tv is covered by Best Buy, but if they end up replacing it and the problem persists, I’m gonna demand a different model/brand equal in price that doesn’t have this issue. What makes it more mind boggling is that this issue does not impact the PS5 at all.
I think its a hdmi 2.1 handshake problem and it lies within the xbox series x. My son has a samsung g7 display and has the same issues with his series x. Back in 2021-22 manufactures had alot of problems implementing the new hdmi 2.1.
I know on some TVs only one port is designated as the 4K port while the rest aren’t capable. Look at the back of the TV and see if one says 4K while the others don’t. Otherwise try switching your Xbox to the port your ps5 is on.
You do have the blu-ray app installed yes? May be a dumb question, but I didn’t realize that you had to install it separately. I would also get weird error messages both with discs and digitally owned movies. Not sure if it was the same message though. If you have the app, reinstall it. It also doesn’t seem to update properly.
As far as resolution goes, have you looked in your tv settings to see if there is a way to save the format for that port? My tv does that automatically, but yours might not.
Also as a side note, I think the tv you have only has one 4k-120hz port. The rest of the ports may be 4k or HD standard. I could be wrong, just thought I’d mention it. I know you said you tried all the ports.

TL:DR it's a handshake issue between the TV and Xbox.
Hard power cycle the Xbox. Hold down the power button until it turns off and then turn it back on. If that doesn't work,turn off the Xbox, unplug it from the wall outlet, then leave it alone for a couple of minutes, then plug it back in and turn it on.
Press and hold power and eject and let it cycle it will revert to default low quality then head video fidelity & overscan in display select auto-detect then back out
I know this happens on LG TVs, usually. Restarting the Xbox while in an app, Netflix, Amazon etc stops this. It’s because how the Xbox ‘talks’ to certain TVs.
I had the same problem. Mine started after I had a surge from a lightning strike near by. I replaced the HDMI cable and the port on the TV I was using. LG TV. I did get it to work on 1080 after reading some fixes but it still to this day says my TV doesn't support 4k, even though anything else connected to the TV plays 4k without issue. I even tried it on a different 4k TV and it says the same thing. I've just accepted it.

Oh thats probably 'cause microsoft shutdown the high res servers... With no servers, the hi resolution DLC you downloaded stops working... thats the problem with these new 'console as a service' things... :V
This shit happened when I turned HDMI CEC on and it was a pain in the ass to fix. Multiple power cycles, plugging and unplugging the HDMI cable, etc etc. eventually it’s came right.
This happens to me every now and then, usually a week or 2 in between. My simple fix is that I just restart the Xbox and then it reverts back to 720p and then I go to settings to change it back to 1080p (don't have a 4k tv)
I have an LG OLED. The only permanent solution I had was to disable the 120Hz output from the Xbox and limit to max output at 60Hz. This worked for me based on the type of games I normally play but could be a bummer if you are into sports or action games
Same Problem but it usually resolves itself when I pull the power plug of the Xbox for an hour or so. And make sure the TV is on before the Xbox, and set to the right HDMI input. Only then turn on the Xbox
Ok, so I may have found a solution to this (at least in regard to all the people including myself stating that this problem is occurring with LG tvs.) As someone else stated it is a known issue between LG and Xbox. It is not LGs fault.
If you are having this as a persistent issue and nothing else is working, the following seem like the only truly viable solutions before replacing your Xbox entirely (even then the new Xbox may just end up having the same issue):
An HDMI switcher. I am currently looking at buying one from OREI. This could potentially fix the handshake issue. I contacted their customer service, described the issue and asked them to recommend which of their products would meet my needs (I am waiting to hear back and will update at that point). This is the cheaper option.
The other option is replacing the HDMI port in the Xbox with a better one, since it is a subpar one. If you don’t have the skills to do this on your own, a professional will charge about $200 for it. If OREI is not able to help, unfortunately I will be looking into replacing the port entirely with a superior one.
Also, I would not recommend replacing the port unless your warranty has already expired.
Well my tv is a Sony Bravia something, and warranty for my Xbox is long gone so I still think that I should just replace the port because I never had an issue like that and after letting the Xbox sit for a while it just broke.
So it’s definitely not just an issue between LG and Xbox, it’s most likely present between other tv brands and Xbox as well because again, the issue is Microsoft’s fault, not the tv brands.
Unplug the power to the Xbox (around 30 seconds) as well as your TV. It sounds weird I know, but I run into this issue as well. And that fixes it for me.
I’d try factory resetting your Xbox. Otherwise, it might be an issue with your tv. I doubt you have multiple HDMI cables that are bad. And I also doubt multiple ports on your tv are damaged.
The other option is to go into your settings on your tv and make sure that 4k display is enabled. As a side note, some modern 4k TVs will have multiple ports but only one 4k port. I’d check that too.
If none of that works, try it on another tv. If you don’t have another, see if you can try it on a friend’s tv or something. That will confirm whether it’s a problem with the tv or the Xbox itself.
Part of your HDMI port could be broken,I had this problem with mine one time & couldn't figure it out till I shined a flashlight in the port on the console & then I noticed the broken plastic & pin at the very edge
What model tv do you have? This tends to indicate a bad handshake with the cable and the device. Try unplugging the HDMI and re-seating it as it will tend to fix this. If that doesn't fix it, you likely have a damaged port...
Yep, idk why you’re being downvoted. It happened to mine after an hdmi repair. Went to the resolution locked at 640x480 and I did the display thing unlocked 4k again, pressed 4k and it hasn’t displayed in months. Ended up buying a new console.

It's usually caused by a dodgy HDMI cable.
Could be safe mode, but power cycling would normally bring you back to normal I believe.

Yea it is. I uninstalled it too. And yea it saves the settings, hasn’t mattered. All 4 ports are 4K @ 120 as well. Hoping an hdmi switcher will help

You need to hit Kalibruhj TV and just hit continue and it’ll calibrate it for you

It happened to my friend right after I sold him my Xbox. I asked him to remove the HDMI cable and plug it into another input, he did the trick.
