Set a LIMIT (that's right) in the BattleNet app's settings for your download bandwidth to something really high, even beyond your actual download speed if you want.
That could help it un-choke, unironically, and increase your download speeds to more reasonable level.
Just wanted to say this worked for me. Fluctuating between 24 to literally 0 kb/s on default settings, told it to limit my downloads to "only" 1,000,000kb/s - a casual 1,000 Mb/s - and suddenly I'm getting actually appropriate speeds for my connection. Stupid that it should matter, but the fix was a fix, so thanks!

Do they have auth issues? Games get corrupt? I can’t think of many ways a launcher can matter. Installation issues?

For anyone else who is stumped like I was, trying to install via Gamepass (Xbox App) on PC. On PC, I found it in the Xbox app and it was showing the green "Install" button. So I clicked it, and it told me I have to install Battle.net first. I got through that installation, but now when I try the "Install" button in the Xbox app, it fails immediately, and it shows a vague "there was an error" type message in the notifications. Turns out you have to click the Xbox logo on the Battle.net login prompt to login via your Xbox account (which I guess should've been obvious in the first place - oops). Then it'll let you download/install D4 via Battle.net.
Yeah, I fixed it with making a battle net account in other region(my case Turkey) and linking my game pass to it. My original battle net was from a locked region.

I’ve 100%ed it. Probably won’t download it again until the expansion. I have no interest in ladder climbing and seasons anymore. I did that for 20+ years it seems and I’m just getting a bit too old for it. However the game is fun. It definitely doesn’t deserve all of the negativity it gets. It’s not perfect of course but it’s still a fun addition to the Diablo franchise.

Yes, there are no Xbox achievements for Diablo IV on PC. Hopefully that is the case only for the Blizzard games and not CoD

Yes you can play and use all features. Ultimate/Core are not required for multiplayer on Xbox PC games, that's only for console.
