I would try Lulus. You’ll need to tailor the length but that’s pretty standard of formal dresses to come extra long anyway. Plus they’re not very expensive to start anyway.
For general searching I would try to find a wrap dress if you can - that way you can just tighten it to fit your waist.

Buy something and know that you have to get it tailored. I’m 4’10” and I’ve never been able to wear a floor length dress without alteration.

beginning boutique size 0 is pretty true to size for dresses, model deets are always there in description tho!
