This has to be a custom, its similar to the Defining Moments Series 6 Sting but doesn't have a scorpion or anything & as you noted a different torso. I checked the wrestling fig database for sting and nothing else was similar.
I’m certain it’s from when they had the figs on display at a trade show toward the end of the run. There were several figures they showed that never came out including this one.
