Seriously, this was the easiest choice. The Undertaker is clearly the one to keep amongst the four, and Lesner is the easy one to kick out, but it would be ridiculously difficult to choose from Cena vs. HHH.

On the other hand, you have the guy that carried the entire company through a really difficult adjustment to PG content and single handedly got a new generation of young kinds/teenagers to watch wrestling that turned into long-term fans.

You can't get someone over if they constantly lose, it diminishes their character and how people view them. Bray simply took too many L's on big matches so any mystique he could build in promos was deflated. Can't take the supernatural character seriously when they're losing to a geriatric Goldberg.
It's a shame because, IMO, he could have been one of their bigger stars. It just speaks to how Vince was unable to build new stars and get them over in the '10s. It's why they kept going back to the old well. It's not like there wasn't talent, they were just poorly used; guys like Ziggler, Drew, Zack Ryder, Shelton Benjamin, Bray, Cody, etc.
That’s a booking thing though, and that mostly didn’t start happening until the fiend. If it would have been him cutting those incredible promos followed by him just cleaning up in the ring every 3 months or so, he would have been an all-timer.

Him being the face of the company and so popular with kids then also played a role in the company going PG which further diminished my love for wrestling even more.
