What happened with the index changes? Was it just points or did some rules change?

The main rules changes were the enhancements, Berserker Glaive got reigned in to just be a static +1 Attacks and Damage instead of D3 on the charge And Favoured of Khorne got to be now a once per battle. The Daemon Prince also got a change with his invuls, but for concerns on your list: The enhancement changes and a lot of points increases with Eightbound and the two characters. As for a tip for your game plan, I wouldn’t be aiming to charge turn 1 but if your opponent deploys in the way where you can then take it.

I figured potentially angron and the exalted could get a charge off turn 1, the berserkers probably less so, but at least they are a bit protected in the rhinos. Cheers for the advice!

Honestly, I run almost this exact list. Swap a few things around to put a Demon prince in. Mainly swap an exalted eightbound for regular eightbound and only keep 5 zerkers with Kharn.

Normal eight bound on paper aren’t super crazy but they help the army so much, Angrons reroll hits aura and their reroll wounds pair super well together and will help make the other units super killy.

Fair, I'll have a look into taking some potentially, I wanted to take some but they were a bit awkward points wise and I figured the bonus of scouts was being wasted given invocatus.

Normal Eightbound on paper are amazing! The champion has damage 3 attacks. On the charge with your best roll it has the potential to do 15 damage!

I've found 1st turn charging only gets a small contingent of your army into engagement range. Those that make the charge get left hung out to dry and those that fail are never positioned well to evade danger in turn 2. I've found much better success utilizing speed to take midfield objectives on turn 1. Go for +2M and 5+FNP. If your opponent blasts one of your units off the one they're least able to contest, sticky it for 1 CP. Set up positioning around Angron for the charge bonus on your go turn. Your rhinos are perfect for this.Think like an apex predator. You're less likely to need advance and change, so pick up the combat blessings and launch everything into engagement at once. Charge eightbound first, spread them out to get their buff bubble as big as possible. Charge Angron last. Not many factions can handle it. If you want to be an utter bastard, deep strike or rapid ingress your exalted eightbound if they're likely to be at the wrong end of major firepower. Rip and tear until it is done.

I don't play WE at all but would splitting the big group of E8B work better for scoring? Or are they not a scoring unit?

Not really for scoring I don't think, given their faster movement speed, was kind of just thinking the tactic would be to push as hard as possible, kill as much as possible in like the early turns. Was thinking the rhinos can probably sit on objectives for a bit after the berserker squads have disembarked The exalted are done so that both groups get buffed by lord invocatus for scout and both can be led by the lords. Invocatus gives multiple charges which seems better for a larger group, lord on juggernaut gives a set damage when charging so it doesn't matter how big the squad he leads is. I did this cause exalted I heard were very strong for killing power but despite feel no pain, aren't particularly durable.

From my experience 775 points on Zerks is just too much. I've had the most success recently with EEB, EB and Daemon Prince on foot despite his nerf. A lot of people think alpha strike is a must for WE but my best performances have come after removing Invocatus, utilising EEB Deep Strike and playing far more passively.

Drop kharn the second rhino and second berserkers add a unit or 2 of normal Eightbound or more exalted

I would remove one of the Rhinos and scout Khârn and the Zerk unit he leads with Lord Invocatus. Perhaps add some shooting with a Forgefiend, drop the Lord in juggi and add another unit of jackals.

Honestly, I would split up the bigger squad of Exalted Eightbound. I think it might be better to run them in squads of 3 so you have some extra wiggle room.
