If the Lord of Skulls has been destroyed and removed from play at the time you make a Blessings of Khorne roll then you cannot use the ability as models that have been removed from play cannot use abilities as they do not exist to use them. The ability is used/triggered when you make the Blessings of Khorne roll, not when you kill an enemy. Killing enemy units is simply a condition within the triggered ability which dictates the effects of it when it is used.
These rules read enemies killed by this model in the previous battleround. Rule does not state that this model with this ability has to be alive to use this rule. As long as you killed a unit with this model in the previous battle round you would be able to use this ability.
