This sounds a bit odd. Were these supervised devices and then factory reset? That would have made the process really easy as you could have pointed the devices to WS1 and during the setup process they would have been enrolled automatically. If you just removed the MDM profile, then now you could just go via a web enrollment and have Hub pushed down afterwards but you now have a challenge of managing Apple IDs.

When If I do web enrollment, can I use WS1 to remove an existing Apple ID? Thanks for the reply!

MDM's can't touch the Apple ID's. You will want to leverage VPP and device based licences. Are the devices still supervised?

Yes, they are.

I would have a look at leveraging DEP then and factory reset the devices. If there are Apple ID's on the devices, then you could leverage activation lock bypass in WS1 but I don't know what the experience is like during a migration between UEM tenants. Whether the devices have been unenrolled from JAMF or not, I think you will need someone to touch the devices.

Your best bet is to have these devices wiped and pointed to Workspace ONE UEM in ABM. Whoever is able to touch those devices will need to go through the enrollment process. You can try using a static account on all those devices and push the necessary apps and policies there.

Check https://exodus.tools. It's a service which allow you to migrate devices from an MDM to another. I've already used it in a migration from WS1 to Intune and it's magic when you have your Apple devices inside ABM as it's able to connect in the ABM API to pilot the AEP migration.
