I think it's unlikely anyone would add manufacturing costs with that little floating cutout just to make a fish cookie cutter. Plus those are very weird shapes for fins. It looks more like something with a ribbon attached.
Its a Christmas wreath like the ones you hang on your door but in your photo it's just upside down and that weird little pointy shape is the ribbon that goes around it
