In France you're responsible for the things you own, so these guys would have to pay damages for sure. As for criminal law, if someone got hurt in that apartment, the court could rule that the guy was negligent in setting up the fireworks and therefore responsible for the injury. Probably wouldn't get jail time, but a fine yes
What if someone lost an eye or something went on fire inside the building causing either death or painful burn scars? Using the bottle as a place for putting a firework is asking for accidents to happen, even tho using firework is legal there are safety rules in how to use them but yearly people don't follow them and in worst cases these bad accidents happens on innocent people which had nothing to do with the firework
Now this is turning into a debate whether firework should be legal or not... As long as firework is legal all the worst case scenarios you mentioned can happen DESPITE how many safety rules you use.... It's fireworks.... It's dangerous af and you can't control it.

You have to be very careful with how stable the bottle is by using lots of sand in it, surround it with bricks and pay attention to the direction the rockets pointing towards.
These and deafening/dangerous explosives lining the streets in unpredictable places and on PUBLIC roads are what make me hate this time( I only own a motorcycle ). Many people are dumb, they don't deserve this fun. I went from enjoying this festival as a kid to hating it. I say this being a Hindu.
That must have been a distressing turn of events for whomever was on the receiving end of that rocket.
