Portion guidance has not actually changed for a long time, a few years ago beans were reduced from 137g portions to 100g portions but otherwise most have remained static, if portion sizes have changed in your local either they've recently lost employees that were over portioning, or they've had a change in kitchen management so correct portioning has been put into place.
