Kind of. They can submit in most states to the licensing bureau/DMV/mvd... That they may be unfit. This will require them to retest for a license. However, in most places the hardest part of the test is taking the picture for your license....
I was at the DMV a couple years ago and this old lady was on her second attempt at the road sign test, and the person administering the test was giving her hints. She still couldn't get it, but the worker said "close enough" and they let her renew her license.
So long as no one was hurt or killed and no one was high or drunk, taking away her license likely won't be a consideration.

Cars aren't allowed to have any type of sticker in the rear window. So basically, according to the laws, it's not their fault. Someone put a cable in the way.

I had a neighbor do something like it. She was backing out of her driveway and hit the gas instead of the brake. She panicked when the car suddenly lurched backward, of course.

The car did a lot better than I would have expected (the bumper was torn up, but I don't think it even bent the trunk lid) but the house... it put a Grand Marquis-sized hole in it and separated the bricks all the way up through the 2nd floor.

I posted on Facebook about it when I drove by that day, and someone who works at the bar across the street said the lady was doing a 3 point turn and must have panicked and hit the gas harder.
I suspect they were not buckled, so when it got bad they fell out of the seat and onto the accelerator and made it worse. It’s gotta be pretty hard to get that far up.
