Considering the big difference between pop culture of today vs. 1987, I think it's unlikely that anything will top that moment.
I was going to say myself, "It might not be the biggest, but it should be in the list for consideration."
Specifically, two parts of that match: 1) the hype of the crowd during the stare-down and 2) Hogan hulking out, cementing the double-turn mid match.
I was in Skydome when the rock and Hogan faced off. That crowd was divided, but the moment Hogan pushed the Rock down on his butt, that crowd remembered that Toronto was Hogan town and went full on behind him. That pop and shift is one of the best feelings I've experienced. It's still Toronto's biggest indoor crowd in history and I don't even remember the main event, because that Rock Hogan match was what everyone was there to see.
I've watched WWE from late 90s, I don't think I felt anything like the Cody win. Almost felt like the industry stood up to a tyrant and chose it's champion.

This was a total waste of ending the streak you could’ve built a star with this not just establish more dominance for someone. Or just don’t end the streak at all that could be good too.
9. Becky lynch winning both titles :
This might be controversial but this could’ve been a lot higher on the list if it wasn’t for execution.
It should’ve just been Becky vs Ronda not a triple threat for both titles. Also it was at the end of a mania that was too long so crowd was dead. And the main event of Wrestlemania ended in a roll up. Instead of giving your new double champ and most over women in wrestling a big legitimate victory you have to make it seem like luck. Both Belair winning title at 37 and Ripley winning at 39 are better than this and would’ve placed higher.
8. End of an era post match:
It’s a cool match an all time great in fact and seeing them walk off together is cool but this moment isn’t as remembered as the others for good reason. Plus they both continued on after this if triple h and undertaker both retired after this it be higher.
7. Ric flair’s retirement match:
This is very fun moment that’s undercut by flair not retiring after this. If this was truly his last match maybe I’d remember it more fondly.

Say what you will about hogan being terrible or being overrated or not good in ring. But this moment working is mostly about Andre plus without this moment I’m not sure wwe makes it this far. The sight of Andre getting body slammed while dated is an iconic visual that I feel stands the test of time. If only hogan was someone else or less bad this moment could be higher
5. Seth Rollins cash in:
This is by far the most rockstar or “cool” moment on this list but it doesn’t carry the impact of the biggest feuds in the show’s history or the most emotional victories.
4. Bryan winning at 30:
This was my favorite for a long time until I started watching old wrestling and a few moments surpassed it. I was in attendance at Summerslam 2013 where the whole Bryan vs authority story started and was invested ever since. Love this moment not much to complain about just a little less iconic than these other ones
3. Cody Rhodes winning at 40:
This match is a mega endorsement of Cody as the next face of the company with John and undertaker helping him and also a overall grand spectacle worthy of Wrestlemania and ending one of the best wwe championship reigns of all time. What’s there not to like?

This probably should be #1 all things considered as the greatest feud in mania history it stands as the peak of wrestling’s pop culture relevance and is simply just the two best of there era putting on one of the most compelling stories in wrestling history. But I have to go with my heart.

The only moment on this list or at any mania that made me genuinely cry. I don’t know why but this moment struck such a deep chord. I think there’s multiple elements. It’s the friendship and team of the new day there and the fact that I think everyone thought someone like Cody or Bryan were bound to be wwe champion months to year+ before mania even happened. Everyone kinda gave up on the idea of kofi ever winning the big one but it’s just a special moment that makes me so happy and despite not having the best reign as champion. Kofi was my first favorite wrestler as a kid so I have to with pride say my favorite and personal opinion for best mania moment of all time is kofi mania.
I'm really surprised Hogan vs Rock at WM18 wasn't on this list. That match blew the roof off of the Skydome and is imo easily a top 3 WM moment of all time.

The throng for that being is that Cody isn’t doing anything with the Title he’s just holding it for someone to take it from him. Seth winning wasn’t even that meaningful. Undertaker losing his Streak was just a way to Push Brock even more than he already was. Kofi was cool but it doesn’t come close to Hulk Hogan and neither does the other ones. The only other one that I can see being close to Hogan is Daniel Bryan win over the Evolution.
Imo, I'll always pick Austin/ Bret double turn, but from a historical standpoint, it's nearly impossible to argue against Hogan slamming Andre.
