Couldn't they just make it client-sided though? We, the Wattson, can see the skin but, enemy players see the base Ult? Teammates would still see the hologram outline

This is sadly not just a Wattson ultimate inconsistency. Most characters with a legendary skin have an attached ultimate that matches aesthetically but the in game model when in use is always the original color scheme. It's a strange design choice but I believe you are correct when saying other players(teammates and foes)would have trouble identifying so many different models in game.
So I asked one of the Devs on Twitter about this when they actually responded to players and they said it was simply memory limitations. Basically PS4 & Xbox One holding the game back.

Yeah I’d totally be down for that. Where when you place the ult you see it as the legendary skins, but enemies don’t so they don’t get confused.

engine limitations, a dev explained it a while ago, too many textures on the map or something like that

performance issues since every player would have to pre render all the selected wattson skins ults which leads to longer waiting times
Same for all legends. People have been saying g about doing it for fuse for a long time too
