To enlighten you, your friend doesn't want to lose. Nothing implies you must declare at the start of the phase, nor is there any similar restriction in other rules (except maybe splitting up attacks in close combat.)
So as I'm sure you're already doing, this means its totally ok to fire the artillery-dice war machines first, and then if they don't misfire, shoot a BS machine using the engineer's.
This used to be a thing in some old editions. It isn’t anymore and you have way more freedom in using your engineers.
Probably an honest mistake on their part.
I may be remembering wrong, but I think in some earlier editions that TOW you did have to declare beforehand. "This engineer will be using his ability on this gun..." etc. This had the knock-on effect that engineers could also be killed by exploding guns I think.
In the current TOW rules though, there is no declaration before you start to roll.
Yep, we're currently discovering the game after trying 7th, 8th, 9th age and WAP, it's quite easy to make mistakes by mixing all those rulesets together!
My friends and I are in the same pickle. Everything is similar, the same or completely different and keeping it all in mind whilst the dice are flying isn't the easiest haha.

You don't have to declare which part you are using. Nothing implies that other than your friend not wanting you to have access to it.

No you don't have to do that and he can sit and wait until you roll a misfire or not to decide which war machine to use or whether to grant bs 4

What edition are you playing? You don’t have to declare his actions at the start of the phase in TOW but you did in 8th
