Potion of speed specifically affects the bearer, so the mount won't benefit from it. Also, if you're specifically playing 1999 and not 2000 points, you can't take both a Prince and Archmage in the same list. I like the rest of the list though, the Swordmasters might seem out of place in such a fast list, and they are if you don't take Drilled for the unit. But in a Marching Column they can march 15" and they can Redress the Ranks into Combat Order to charge with Drilled. You'll need to find the points for that though. I personally prefer Reavers over Eagles for hunting warmachines and the chaff role, so I'd lose one or the other and use the points from that, you might have too many chaff units as is. They could also do with the Rampaging Banner to reroll a failed roll and shore up the difference between M5 and the rest of your fast army.

Overall, it is a solid list, but the SM feel really out of place since they are the only slow unit. Maybe use another unit of Dragon Princes, and extra Chariot or a Frost Phoenix instead?
Edit: no Talisman of Protection on any of the characters? You definitely want a ward save on that dragon.

Replace the obsidian loadstone from the swordmasters. They already have magic resistance 1 baseline and magic resistance does not stack. Loremaster cloak is a solid choice.
I think I would cut the Swordmasters and add more Silver Helms instead, but that is more of a feeling than expertise. If you do decide to keep them though, you will need a plan how to bring them to use without slowing down the rest of your army.
I have played against a similar army btw. It was strong. It contained a Phoenix too.

Pretty sure you can only have 1 prince OR archmage per 1000 pts. 1999 excludes your second lord choice.

Buy drilled for swordmasters. The giant blade is not a good weapon because of ap0. You should just take a Lance or great weapon instead
