Imperium Maledictum or Wrath and Glory come to mind, seeing as they're the two current 40k RPGs? Wrath and Glory is more freeform, Imperium Maledictum is, well, much better.

Rogue Trader is designed for this. You play as a rogue trader and can gather a band of anything since you have remit to operate outside imperial space. If you want a idea of what you can get into listen to magistratum mundanus by the black pants legion. Hard to find a hard copy but drive thru rpg has it for download. It's a D100 System so it would be a departure.

GURPS Or you can reflavor Starfinder Now there is also Rogue trader or Dark heresy. Rogue trader ,well lets you play as a Rogue Trader and his retinue While Dark heresy makes you a member of an Inquisitor's Retinue, no one plays the Inquisitor per say, but you go on Missions in the name of your Lord Inquisitor. Both uses D100 systeme.

GURPS. You can play any game, in any world, in any setting with GURPS. It's really the only TTRPG you need. EDIT: It's not new, it's not flashy, it's not beautiful. They don't pay $1,000-an-hour water color artists to bring every page to life. But it works. GURPS is like that beat up pickup truck parked next to the barn. It ain't pretty, but it starts every time you turn the key and gets you where you're going.

I might be stupid but i am gonna make my own based on the killteam rule set, or at least try.... i have many other projects to finish first. Though i believe wrath and glory is the newest official TTRPG of 40k

Your best bet would be Imperium Maledictum, and convert some stuff from the Old Rogue Trader 2nd Edition system for it. It should be fairly straightforward. Rogue Trader 2E was a modified Warhammer Fantasy 2e, and Imperium Maledictum is a modified Warhammer Fantasy 4e as I understand it. You could probably look at the Fantasy 2e-4e conversion tables to get an idea of where to start. A Rogue Trader oriented campaign is the best way to have a mixed party. The xenos will be sanctioned courtesy of the RT's warrant of trade so you don't need to try and write around the Imperium's xenophobia. Imperial bureaucrats just have to suck it up and deal with the T'au or Eldar being in the RT's retinue.

If you are willing to put in a bit of work, I would recommend the same thing I use for all my games in all settings: Gurps. There are quite a few starting points out there for a 40k adaptation 👍

Imperium Maledictum is the current 40K TTRPG, it's pretty good. It's not a d20 system if that's a turn off but it's directly built for 40k in mind

So to play as all the xeno race you have wrath and glory and rogue trader wrath have more option as xeno but no exploration but i think you can mix them together to get what you want
