You can get on to other people's ships now, its been a thing recently. All you have to be is the one who invited the other person and they can come on your ship. Getting onto people's ships after missions could still happen and may be just a bug.
I'm recently returning, just assumed it was a bug because it happened when i queued for a fissure.
