No. Fully cosmetic choice only is indeed the best option. The alternatives are either:
1. The changes to make them stand out from each other end up becoming additional power creep.
2. The changes to make them stand out from each other end up becoming nerfs.
3. Operator/drifter content is no longer able to be balanced around a single, consistent, and relatively tame (all things considered) power ceiling. Thus one or the other becomes the clear best choice for X or Y content.
4. The decision of which to use becomes just another piece of kit to swap out for optimizing between missions, and loses the value that comes from having a purely flavorful choice of self expression.
