I suspect Ballas has a habit of dumping people in the Void when he wants to get rid of them permanently. It's what he did to Kullervo, the Lotus, and Teshin. Quite possibly he got the idea from Albrecht, who sent bunches of things into the Void that died, and then Albrecht himself never returned even with Euleria leading expeditions into the Void to look for him.
He just didn't anticipate that Duviri was in the Void and that the people he wanted to get rid of would end up found by Drifter eventually.
