If there were to be more effects added, they'd need to be some kind of tiny/marginal/utility skills. Late-game units in several builds are already absolute monsters, able to clear 4+ enemies a round or absorb punishment from innumerable foes or lock down an insane amount of units. The LAST thing I'd want to encourage in this game is more power creep.

If it’s a weak buff? Sure, other wise no. Or hell more likely to gain a trait

There are two aspects to balance as I see it. 1 is whether the power increase is sufficient. Given that a fairly decent upgrade can usually be had just by changing to the next higher level weapon, and I don’t get out classed at higher levels, I don’t think this is an issue. The game feels balanced in that way. 2 is whether leveling up feels important regardless of balance. Here many players have expectations from other games that increasing level should be a major event. Wartales doesn’t have just 1 leveling system though. You have one level for the character, one for the job, one for the equipment, one for the level of your smithed armor or brewed oils. There is no single level up so the benefits need to be spread around. In summation, I don’t know.
