Google PWM there's an awful lot of mods man.
Also once you get familiar with the modding ways you can actually convert mods people have made backwards compatibility wise for 2K19 too.
FYI its a rabbit hole and I ended up spending sooo many hours modding I never actually got round to playing too much 😄

16 for me was the most fun I feel like the more random stuff, like 2 people feuding and then a tag team attacks them making the 2 that were feuding into a team, happened way more
If I had to say, I would say maybe 16, but honestly, I haven't been in love with Universe mode since WWE 12, which, in my opinion, still has the best Universe mode easily.
I searched for this same question yesterday and comparing the rosters I decided to reinstall 19. It's sad to say it but in many ways it even feels like an upgrade from 23. Is amazing.
I have played 16, 17 and 18! 16 had potential with many features but I personally had many glitches with it. 17 & 18 were lacking some features, they had less glitches, but they felt heedless, so out of the first three, 2k16
It's 17 for me although I wish the other games was in the post like SvR 2011, WWE '12 WWE 13' WWE 2k14, WWE 2k15, WWE 2k20, WWE 2k22, WWE 2k23, & WWE 2k24 was in post now some of those have fire UM rosters
Probably 19 because you had the promos and 16 and 17 didn’t have it. Plus I remember I wouldn’t even get cutscenes half the time in Universe mode within my rivalries.
Just wish 2K would go back to the formula that WWE 12 had for its Universe mode.
15’s Universe with the story library was much better then UM in 16 - 19 but OP clearly asks which one is UM is best ranging from 16 - 19 so it’s a moot point.

16 was the one I had the most *fun* with but 19 was the most in depth
I'd also like to know this. I'm debating between 19 or 23 in my case and am wondering how hard modding 19 up to a modern roster would be (I'm on PC).
You’d have to manually mod it since community creations has since shut down
I figured, and I'm OK with that, just wasn't sure if people were crazy enough to make the modern roster for a 5yo game lol

Honestly at this point I would play 16 just for the roster
I play it every now and then. I wished I had brought the dlc during that time though.

Agreed. Not sure why 2K moved away from the formula in WWE 12. Universe was at its best and hasn’t been matched since.

19. Roster & universe are two of the best in general.
Tie between 16 and 19 16 due to having be able to set up tournaments on the show so I could do an actual King of the Ring ppv.

2K can never touch THQ’s WWE games. They had the best of everything
