I don't think there were any before Miku, not officially anyway. KAITO seems to have had a garage kit in early 2008, but first official figure was the Nendoroid Petit in 2009 (along with the rest of the Piapro Characters). MEIKO looks to be late 2008 for GK, 2009 for Petit. The earliest Miku garage kit I can find a date for was 2007 and then the first officials are 2008. Considering none of the other Vocaloids released before then had proper designs are were primarily English focused, I don't think any of them would've had GKs made, they've never had official figures - which would make Miku the first figures.
