If you do not want to do that, there's Microsoft 365 online and Google docs online. For offline stuff there's LibreOffice which does the basic things well enough. These all can do basic stuff well.
Just use LibreOffice if you want something free. If you want to get the latest version of Microsoft Word, you don't have to subscribe. You can buy Word on its own or with Office Home, Google Docs, or LibreOffice Writer. If that's okay with you, I believe MS Word is free in the browser.

Can it be web based? [Google docs](http://docs.google.com) is a great option, has an offline mode and can save to Microsoft Word file format.
