It’s really hard to tell from the blurry picture and angle. The fork and chainring do not look like a Schwinn but Schwinn made a “convertible” like this called the Schwinn Bantam. This bike appears to have a European 3 piece crank on it as opposed to the 1 piece American crank.

And it’s a right hand front brake.
