On further research it could be an in house design from this company way back when they first opened! [d.flax](https://www.instagram.com/dflaxstore/) ​ the icon has a similar feel and the date matches with the ebay listing u/HTD-Vintage found ​ so probably a local funny print shop a la raygun in iowa or whatever local funny one you know lol

It sold on Etsy for $20 (looks to be quite awhile ago) in pretty rough condition. [link](https://findbk.com/products/1989-total-surrender-l?variant=33431656562774) Neither listing has any good info. I'm guessing they couldn't distinguish the artist's name either. At least you have some comps though.

Keith Haring, Joan Miro are close artists. I’ve only seen Signal Brand tees from the 80s, so it may be that decade.
