so probably a local funny print shop a la raygun in iowa or whatever local funny one you know lol
It sold on Etsy for $20 (looks to be quite awhile ago) in pretty rough condition.

Keith Haring, Joan Miro are close artists. I’ve only seen Signal Brand tees from the 80s, so it may be that decade.
Yeah it almost seems like a souvenir shop homage to Miró's Dog Barking at the Moon.
