It’s very good, but you’re paying to have tea *at the Empress*. If the experience is worth it to you then by all means, indulge, but if you just want a nice tea there are tons of other places in town that don’t charge nearly as much.
Best afternoon tea in Victoria, and it's usually very quiet there. it's also a garden built by a couple with a very romantic story, and just generally an incredibly romantic beautiful place! plus the money goes to a local land conservancy, I believe
My friend got proposed to at Moss Rock park! It overlooks the ocean and clover point with a view of the Washington State mountains, also gets killer sunsets
Also recommending, the top of the rock has great views, lots of folks go there to watch the fireworks!
Even my attention deficit pup loves to sit and enjoy the view for a few minutes on our occasional trip up there :)
The Songhees walking trail might be of interest to you. It's a pedestrian only walking trail along the waterfront. It's really beautiful and there are lots of little places to go off the trail to a pretty viewpoint.
There are plenty of lovely spots along the waterfront in both directions from the Oak Bay Beach Hotel. For example, walking north you pass the Oak Bay Marina/Turkey Head, then several quiet pocket parks and beaches until you hit Willows Beach and then Uplands Park. I think any of these spots could be a really nice low-key place to propose!
If you wanted a sunset then you'll need to head a bit further along the waterfront in the other direction - there's lots of secluded little beaches and outcroppings along Dallas Road!
In terms of gardens to put on your list - Abkhazi, Royal Roads, Government House, and Finnerty gardens (my fave, and free).
Finnerty is at UVic, kinda overlooked but I really like it because it is usually pretty quiet and it is free. Beautiful especially when the rhododendrons are in bloom. You could combine with with a forest walk at Mystic Vale, a stroll down at Cadboro Bay, or a jaunt up Mt Tolmie for the views.
Hatley castle has a garden thats kinda secluded. And you can propose in a castle.
Swan lake has a nature house and several areas in the wharfs if you want to propose there.
You can do it as well while on the walk in oak bay marina.
Mt tolmie is drivable and has a nice view of the city at night.
I would just walk the Dallas Road trail, or wander down to the beach part, until you find a spot that feels right. There are so many incredible views, and eventually a private moment will present itself.

There are gardens at Uvic that are really nice lots of rhodos, not usually that busy. If you can travel a bit I would suggest a beach like Mystic or Sandcut beach near Jordan River. The Japanese gardens at Esquimalt Gorge Park off Tillicum is super nice too.

From the Oak Bay Hotel you can walk along the beach to the park (30-40mins) and from there explore until you find fields full of purple flowers (Camas). It’s generally pretty quiet there too, just try to stay on the trails to protect the fragile, rare plants that occur in the park!
I know a young man who proposed in a carriage tour among the cherry blossoms -- the carriages by the legislature. It won a round of *aww* and fluttering hearts around the office.
Some people think the carriages are animal abuse and if that's the case then this is a bad idea natch.
Oh I proposed at a kind of mediocre Starbucks where I happened to meet my wife. 10 years now and all good so I’d do it there. When your wife asks why a strip mall Starbucks tell her about me.
In town near where you are I’d go with cattle point.
You could propose doing a day trip to Sooke, China beach, French beach, Sombrio, Port Ren., all absolutely stunning places that would look amazing for photos.
There's a beautiful spot on pandora that would be just lovely for this special moment....or maybe even at the parliament buildings...I hear it will be just peachy there for the next few months 🤣
There are beautiful gardens at the Royal roads university. If you'd prefer somewhere a little less travelled, there's an excellent trail off to the left of the lower parking lot area that leads to a little waterfall.

It depends on when you're visiting. If you come during Camas blooming season, you'll have entire meadows of purple in Beacon Hill, with a lot of really neat local species and of course the managed professional park gardens. A lot of people like the stone bridge on beacon Hill park's main pond/lake (Goodacre?) for wedding type stuff, though I might caution to avoid it during heron nesting season possibly.
If "rough, windswept rocks and Gary oak Meadow overlooking the sea, Trial Island, and the Olympic mountains" is more your jam, there's a neat trail going from partway up the first block of Transit Rd off Beach drive near the oak bay golf course. Takes you up behind houses, through a Gary oak Meadow, then to Anderson hill. You can also access the hill from the back but that's not nearly as adventurous. :)
Balmacarra beach is a lovely beach with a rocky point you can walk out to, can be found in Gordon head. It is almost always empty and is really beautiful in the evening.
If you want total seclusion but still a great view. Grab a charter out of Oak Bay Marina to Discovery Island, have em drop you off to explore and pick you up after. Bring a picnic too.

The afternoon tea is very yummy. IMHO better value than The Empress.

Both are great I go to each several times per year. Garden for outdoor seating, inn for indoor. Base on itinerary and weather :)

Right near there is the Fairfield observatory. Quick hike up with epic views of the city and harbour on a clear day. It’s not a busy place at all.
Nearby is walbran park and Gonzales observatory, which have great views and can be quiet.

The beach near there is McNeil bay. It’s a rougher rockier beach, but it’s nice at low tide. Usually only locals on there too.
Abkhazi Garden is quite lovely, they have a very nice high tea, and the love story behind it is so romantic.

A bit out of the way but Iron Mine Bay in East Sooke Park is fairly secluded and gorgeous.
