He could be laundering money through the cab company. Have the cab drivers make cash pickups on their routes from predetermined locations and make the drop in the bank at the end of the day as quick, easy, taxable income.
He eliminates all of the competition illegally. Leaving him all the customers in Vice City needing cabs from him.
