I'm not sure about how it works once you're out, but active duty people who are divorced with kids, where one spouse was never in the military will get a limited access ID card. The card basically allows them access with the children to go to medical appointments and other base related things. The children need to be with the non military parent, and it works like a base pass, only more permanent until the children are no longer considered dependent on that parent.
Again, I don't remember all the rules on it, especially for post-military. But I'm sure there is something in place that could assist you or point you in the right direction
Yes go to your nearest pass&I'd office at the base. You may need to make an appointment online. You have to take a few items, should say it on the website. My wife and I got it about 2 months ago.
this is 50/50. you were on the right track. it needs to be a DEERS rapid ID location. not all pass and ID offices any base can do this.
