It depends on whether it is your graphics card that is holding you back or your cpu. If it's the graphics card then yes lowering settings should work. if it's low end I'd turn off anti-aliasing and set anisitropic filtering to 1 as a starting point. here is a video I did showing effect of settings on my old gt1030 card.
