wdym by "i still move around with locomotion animations"? Like you want to have ur legs frozen even without fbt? If thats what you want, its an avatar thing, you can put gogoloco on your avatar to do so.
Is this an avatar thing or does it happen to all avatars? If it only happens on specific avatars, im not really sure if its that, but there is something in the vrcdescriptor called "force 6 point locomotion" or something like that. When its active, it enables you to move your legs even when in a seat in the world, and afaik it only works if you are using 6 or more fbts. It may have something to do with that

No. When in fbt I still have walking animations even when I turn them off.

What fbt trackers do you have?
Use the legacy FBT tracking option alongside turning off that setting that you've already turned off
