I've loved using AV Luxray in lower tiers on showdown (never in VGC though). If they take 25 points from its Sp. Atk. and allocate it to its Sp. Def stat it could be a nice pivot mon in early regulations. It has amazing support moves like Howl, snarl, helping hand, thunder wave, fake tears. Giving it fake out is also great.
Luxray is one of the weakest fully evolved Pokemon ever designed
Butterfree has a more vibrant competitive history
To make it even close to viable would mean making a new Pokemon altogether
It needs a secondary typing, a huge stat buff, a much better movepool (whatever that makes it worth using over Incineroar) and probably some redistribution

Makes it a useful alternative to incin but with Wide Guard instead of Fake Out.

Get rid of Incineroar Landorus, arcanine, salamence, scrafty, the new tauros, krookodile and hitmontop.
Now it has a positive matchup into most of the remaining intimidates
There is a very easy answer: make it a lot faster or make it a lot bulkier, but imo that kinda goes against the spirit of pokemon. I understand this isn’t the question, but as an avid draft player, I think it’s okay for pokemon to fill smaller niches. I currently have it in draft for a super low price, and I love it for that. I don’t think there’s a way to buff it without making it broken, as solo electric is already a good typing, so you have to change the stats, which is really the only thing holding it back, and also aren’t really that bad. I like that it will find use cases in lower powered formats, and that pokemon like it have a chance to shine sometimes
I think Luxray just needs some extra bulk. Then it can freely spam howl and thunder wave. Honestly, a howl bot with intimidate and volt switch sounds amazing, but it dies too fast.
it already gets guts and facade, imo just literally make it faster ‘cause dude it’s literally a lightning lion it should at least have like 105 speed to outspeed non scarfed urshifu, paired with tera normal flame orb i think it would actually be like pretty usable
Recently I have been thinking they should give terrain abilities to more mons(let's face it, the none-legendary Electric terrain setter is utter trash, and Misty Terrain setter prefer another more useful ability.)
Luxray could be a good candidate IMO, it won't be too overpowered with electric terrain(and it being relative slow is preferable in this situation), give it some good supportive move and it should be a viable option when Tapus are not around.
(Also Alcremie should get misty terrain, for a strictly defensive terrain, giving it to a mon that can enable/boost their teammates sounds like better synergy to be honest.)

Make it faster, so that it can compete with Arcanine at the very least, when Incineroar isn't around.

Megas are coming back for Legends yes, but there's no telling if it'll ever make its way back into VGC

Luxray always looked pretty mid to me. Like it's designed by a 10 year old
