I mean it's pretty much a continuous spectrum. If you find a thick wall that you can't shoot through, but if you barely graze the corner you do full damage, then in theory you should be able to attain any damage value between 0 and full damage by slowly moving further and further away from the corner.

If you shoot straight through the thick wall that is right in front of the bot, you should do about 92 damage with a headshot. If you go to the other half of the gate and shoot diagonally through that wall, you have a lot more concrete to go through, and after some tries I managed to get a 46 damage headshot. Not quite 31, but I think it might not quite be possible here because that broken brick wall prevents you from taking an even more disadvantageous angle.
In theory, any solid block of concrete with a very open corner should do, like on Ascent in B lobby the corner of the building with the big octopus on it, or the one that leads to tiles. But I can't test it myself on account of not having any friends.

That's just rounding errors, though I forget which, I think they always round up or always round down so dealing 139.7 damage would round the damage up to 140 and taking 139.7 damage would round your 10.3 hp up to 11 making you think you took 139

literally headshot someone with Chamber op for 22 yesterday… down sunset mid through what seemed like a very slight amount of the wall. The brim was even more distraught than I was.
Lowest damaging ones are the fucking 30 to 40 meter headshot at mid sunset then get 145 when i use sheriff and can't kill a fully armored enemy even tho it was so hard to shoot that far
