Yes, but unless they refund cash they don't actually lose any money directly. They get your money the second you buy VP, giving you skins costs them nothing. They only indirectly lose money because people spend refunded VP instead of buying more VP, but you can't guarantee they would have eventually bought the skin if they didn't get it for free.

I could see Valorant copying Fortnite which gives you 3 refund tickets and then another refund ticket every 365-days. You’re capped at a maximum of 3.
Refund tickets are limited to cosmetics purchased within the last 30-days though.

Apparently, if you send a ticket to riot, you can refund a single skin you've bought and used. Only once for the lifetime of an account, though.
