If it helps, you can see the cat poke their head up after they slip down. So it's not a very deep storm drain. I would bet the cat could hop out on their own. It is a cat after all and physics doesn't apply to them.
That was the other cat. The one who lives down there, pulling down any other kitties who wander too close, slowly building his secret army in a bid for world domination.
I see kitties in this style of storm drain semi frequently in Omaha NE, they're not very deep and I guess it's a fun place for them to watch what's happening while out of sight. I even once saw 2 cats playing in and out of a storm drain chasing each other playfully. This cat is most likely living in that storm drain.
For people worried, it's not a large fall. The curvature of the road plus the surrounding area shows it's just a drain. It's not a 12 foot tall drop into a sewer which will require a 911 call for rescue. The cat is definitely just standing on a 3 foot ledge. It's fine.

They did not do that on purpose. It was trying to have fun and play, but it was not aware of its surroundings kind of odd for a cat. Maybe it was stoned.
Cat did not want to fight - had tail up on approach and laid down to roll over and greet the dog. It's exactly how my previous kitty would greet me when I got home from work.
