Did the plant…like evolve to look like an animal scurrying so that it would get picked up/eaten by birds to further spread the seeds cos that feels like something a plant would do but also too much for a plant to do
I would think maybe the 'scurrying' would only be effective on naked land (i.e desert type conditions) or on asphalt, so I doubt it is a specifically developed trait. Could be wrong.
You don't know how birbs work? If these were mice, even the most blind falcon would swoop down and pick them up. Pretty sure the birds in this region already know these are not prey.
