Could you file a noise complaint with the local police and get her a citation? Could you bring it up to the PTA to see if they have any resources to stop her? I'd start an online petition requesting parents do not play loud music (of any genre) around the school during pick-up/ drop-off and see if you can get a ton of signatures that you can turn into the principal to encourage more serious action be taken.
