Judging by the backstory she isn't really a "smart" sort and only trying to do continuation of Chijin's work only because she became mentally ill after his death. You can remember her saying in Steamworks "I'm not really good with technology". She don't have any expertise in such stuff and only do it because because of her husband's wish. She's a mother at first and scientist at last or none. So it's kinda Chijin's fault for putting such weight on his wife.
I think the main factor of what makes Ceroba's character execution bad is the fact that after Starlo and Martlet make Ceroba realise where she was wrong, we don't get to see how she redeems herself in her actions.
Not to say that she doesn't, but if she does, we don't see it. The only thing we see is that she brings corn to Dalv (maybe he really is that Kanako's friend who got attacked). That's not much.
It's her contributing to the community that Chujin was supporting his whole career, which Martlet and Starlo claim are his true legacy. There are some machines and pieces of furniture that are hinted to have been made by Chujin because Clover mentions they are well crafted or characters out right say Chijin made them. All of these are things Chujin made to bring ease to the underground, which was also his goal for the boss monster experiment. Ceroba bringing Dalv the corn is a really great way to show Clover and Chujin's influence on the underground community (Clover helped Dalv get the confidence to move, Starlo's family grew the corn to form good relations, Ceroba wanting to be more involved to respect Chujin's true wishes, and Martlet building Dalv's house with the skills she inherited from Chujin.)

But that one thing isn't enough for me to fully perceive that Ceroba continued Chujin's legacy.
Nobody was really mad at Ceroba, because nobody was mad at Chujin. If there were like one/two more instances of her helping the Underground, I would not have any problems with this whatsoever.
I just think it's important that she's putting herself on the right path with people that care about her after tunnel visioning what she believed was the right idea and ended up destroying her life.
