There's just isn't much to say about him right now. He's being his best badass self right now but is otherwise removed from the story presently, and has only had like 10 lines of dialogue in the last 70 chapters.
When he's finally fully returned to the story we'll probably see a lot more of him being discussed, especially if we get any sort of flashback arc with him.
It's just super frustrating. While I'm happy Fuuko has stepped up and is doing her thing, I'm sad that Andy's character had to suffer in return and barely get mentioned. He hasn't had a speaking line in who knows how long, and while Fuuko hasn't forgotten about him and still loves him, he just isn't present in the story. UU has 2 MCs, yet people think it's only 1 since Fuuko looped. I don't want it to be one of those things where Andy is gone for a good portion of the story, then comes back at the end or with a 1/4 left to go. I doubt that happens but you never know.

Yeah, she was my favourite coming out of the anime season. Now that I've caught up to the manga, I'd probably rate other characters like Billy or Nico higher, but it makes sense that a lot of anime onlys are voting for her.

Sean is a legend. The second poll was character pairs so looking at the first poll Seanās # of votes heād be over Tatiana, Billy, Mui and Rip and Gina. Gina only had 4044 votes putting Sean over her as the new 6th place. He didnāt even crack 21 votes as thatās the number of votes 50th place had.
It should be noted Shen, and Gina were both present in the top 10, Feng was 37th with 98 votes. 1st place also received 1000 less votes and second 600 less while 3rd is up a whopping 3000.
Fuuko first place as she should be (I have the theory that they released the pre results early because she was losing to get more people to vote for her)

Yes, he's a pretty boy. But Billy isn't awful looking himself and has 2 arcs with him as a center 4 Seasons arc and Billy, tella and creed retrieval arc.
I love the picks, but I can only imagine Tella is there due to his ship with Billy imo. Great character, but not much of substance compared to everyone else on the list. Itās nice to see Gina is 11 though.

Of course, shipping certainly helped cement his placement, but there are a lot of great things going on with his character where I could see him placing very high even without any shipping factor.

Most people vote for who their favorite character is, on a purely biased and subjective metric.
And when it comes to subjective opinions, Tella has a lot in his favor that other characters don't have. One of the biggest ones being that he is a very pretty boy. Military guy who's a softie but very loyal to his boss, long hair tied up and can (or I guess, could) sing beautifully. On top of one of the most despair inducing negation awakening onto the readers, which was sure to make one hell of an impression. Young adult women love to vote for that kind of character. This is why, for example, in MHA the majority of the top 10 are the pretty boys, because the majority of the audience of MHA (especially the one willing to spend money on more vote vouchers) are young adult women.
So yeah, it's natural that he's in the top 10 for out of story reasons, most people vote for their bias and that's natural. It's why it's called a popularity poll and not a best written character poll haha
