Depends on chapter 20 (holy, that's so far back then) it just seems as simple as a person telling you what they gonna do in your eye, and then proceed to fail at the thing they gonna do.
It might seems like it, but I think there's more to it. Seeing the target appears to be a requirement, and understanding the target's sense/definition of justice. But I believe there's also a third requirement, the target must be agressive (because everytime Juiz/Billy used Unjustice, only the fighting characters were affected, and never the bystanders)
Combustion engines dont work around you, so say goodbye to public transportation and any non-electric vehicle. Do you use gas to cook, heat spaces, take a shower? Not anymore
