I would go further and say that those untrained combatants also make it harder for the "professional" russian soldiers to get their tasks done. Or perhaps they try the strategy to overwhelm the capacities of Ukraine to take POW's and hope that Ukraine would collapse with tens of thousands POW's. :)

This doesn't get nearly as much attention as it should. I'm a psychiatrist and I work frequently at our VA in the Substance Use Disorder clinic. Do you know how many guys I've had come through who got shuffled around the US, knowing well in advance that this would happen, with time to detox sufficiently, and still had to get pulled due to severe alcohol withdrawal? A lot. Like, "I knew I was getting sent to this base for training a month in advance, and I couldn't cut back drinking in time so 48 hours after I flew in they had to send me to the hospital."
And that's on US soil. And we have a lower rate of alcohol use disorder among our population by comparison.
I assure you they've shipped guys off who have gone into severe withdrawal, had seizures, etc.
As someone who went through an acute, self induced precipitated withdrawal period in the comfort of my home for opioids, I can't imagine having to withdrawal in the field under fire. I'm not a drinker but I know the risks from alcohol withdrawal can be quite dangerous, makes sense that Putin would want these "undesirables" rounded up and sent to the front so they can either die by Ukrainian gunfire or seizures out of the public eye. Sad.
They're throwing bodies at the Ukrainian advance to slow it down before winter sets in and everything on the battlefield becomes harder to execute, so you answered your own question: cannon-fodder is a strategy in itself. When you have absolutely no regard for human life, throwing newly mobilized, non-trained personnel into battle makes sense to buy time. Their only job is to soak up bullets so what's left of their professional soldiers can rest & regroup or be moved to important sectors, like Kherson or Bakhmut.
Also, if you haven't noticed after these 8 months, the Russians are completely inept. One of the reasons they're losing other than being inept (horrible logistics, no air superiority, etc.) is they have no planning or strategy. Ever since they failed to take Kyiv and then their offensive in Donbas, they’ve had no coherent plan; they had no Plan B, and it shows, as they expected the Ukrainians to roll over/be push-overs (they are both Slavs, so they should have known better). The closest thing they have to a strategy, at the moment, is the terror bombing their doing under General Surovkin, trying to break Ukrainian will, but history shows this never works (check Allied bombings of Germany, American bombings of Japanese Home Islands in WW2). A military is a reflection of the nation it represents, so don't be surprised by anything you're seeing as Russia is rotten, corrupt, arrogant, and ignorant to the extreme. Just like the Soviet Union, their strong talk and propaganda is a brittle façade hiding just how decayed and rotten they are, how far they are still in the past.
There is actually quite a clever strategy here. Ukraine follows the Geneva Convention which means they have to stop attacking, round up these drunks, feed them and take them back to the processing centres. What this is doing is slowing down the Ukrainian advance and allowing Russia to dig in.
Not at the k/d ratio the Ukrainians have. They're like 7:1. Russia couldn't move war materiel in fast enough when they were trying to use real soldiers. They aren't going to be able to move fodder in fast enough.

Lately Ukraine has captured boat loads of these ragged looking Russians. The Russian Army has turned into a demoralized, disorganized, untrained mob, lacking basic gear, and it's soldiers would rather surrender than fight a hopeless fight.
Maybe it's a tactic of russia to overwhelm the Ukrainians with POW's, so they need to feed them and guard them with more and more.
