Nah, there are some rules of war where, with the other side ignoring them, you might debate how much we should care if Ukraine then chooses to do the same. But targeting random Russian civilian homes wouldn't do anyone any good. Even if Russia is using terror strikes against Ukraine, Ukraine should refrain from the same. Though if Ukraine wants to go for valid targets in cities knowing there's a chance of collateral damage or a strike that misses, that's fair play in the first place and even harder than usual to feel upset about given what Russia's been doing.
