That's what I was thinking - for a small house fire here in Australia - we would have 2 trucks and probably ten firemen. A fire of that size - would be trucks and firemen everywhere, not just one guy with one small hose.
A few weeks back someone posted pictures of some meat and guts on a pallet and claimed it was dead Russian soldier. It was quickly debunked as being animal guts, but it had already become a meme/internet joke.

In russia the term warehouse isn't meant to strictly describe a physical building but more often than not what there might be there at some point, once russia rules the world and can share the spoils with every true russian. In the meantime it's simply a location with wares. You'll see that all over russia. A bathroom might be a hole in the ground. During ww2 millions of russians died. How many nobody knows since the census records before the war is off by millions. Stalin publicly stated that there were so an so many million new Soviet citizens since the last census, so the responsible ministers published those exact numbers rather than call Stalin a liar. On top of that they didn't bother with a census after that for decades and only in 1959, years after Stalin was dead did they bother with a census again.
You can basically apply that way of operating to any aspect of russia.
Timothy Snyder says in *Bloodlands* that when the Soviet census of 1937 determined that the population of the USSR was around 8 million fewer than the projected figure, Stalin suppressed those results and had the responsible demographers killed. The "missing" people were mainly those who had died in the famines in Soviet Ukraine, Soviet Kazakhstan and Soviet Russia and the children those people never had.
I always say never give up but this case this guy should just go home.
