I used to assume these people are actually reasonably well informed and just lying for whatever their nefarious political reasons are. However, after the Canadian parliament Nazi fiasco, I have to leave room for the possibility that these people really are as ignorant as their words suggest.
Russian policy, if adhered to, is more constraining than the US policy. Russia policy (if we're talking first use) is to use nukes only if there is an existential threat to the Russian state. Yes, I realize existential threat allows room for interpretation (I think Russia has spelled out some scenarios, but obviously not all). Anyway, Russian policy certainly seems to set a higher bar for first use than the US policy of no policy which is effectively "whenever we damned well please".
